you can go to the court clerk (problely the same one you would pay bail
too , them you want to plead not guilty,request a trial with the officer
present and you want to subpoena the dash camera video of your traiffic stop..
then you have to have the subpoena sent to the police dept

No State requires cops to video all their stops.
Every jurisdiction I know that does have video cameras in the cars, the cops control is limited to on/off.
As to getting a copy, that would be through a motion for discovery filed as part of the court case. They don't just hand them out.

These are not cameras but light sensors. Have you noticed that fire trucks and ambulances have strobe lights flashing on the front of them?
The strobe light is registered by the light sensor which flashes at a set frequency to change the traffic light to green in the direction the emergency vehicle is going.

I know CalTrans has videos set up all over the state, but I'm not sure if they have it for that area. Here's the link for CalTrans.
EDIT: I didn't notice you tried the website already. Other than that, there's no other way to retrieve it yourself. Sometimes the news will show the footage if it's worthy of their time.
